Since 1983, the Knoxville community has gathered to honor all who have served their country at an annual Veteran’s Day Luncheon. The Greater Knoxville Committee for America, with the General Bruce K. Holloway Chapter of the Air Force Association as the lead organization, sponsored the luncheon for the first 13 years. Beginning in 1996, the East Tennessee Military Affairs Council (ETMAC) assumed sponsorship and began the practice of having a “featured service” each year, that rotates the guest speaker among the Army, Navy, Air Force and Marines. The Knoxville Area Chamber Partnership and Blount Partnership are co-sponsors of the luncheon. The event is preceded by a Veteran’s Day Parade that is sponsored by American Legion Post No. 2.
In addition to saluting our veterans, ETMAC also recognizes outstanding enlisted personnel from area units at the luncheon, and presents the Colonel Jack K. Westbrook ROTC scholarships to deserving cadets from the University of Tennessee Army and Air Force ROTC units. The East Tennessee Military Affairs Council established the scholarship in 1996 to honor of a dedicated public servant, Colonel Jack Westbrook, USAF, retired. The recipients are judged on their commitment to the values exhibited by Colonel Westbrook – namely, service to community, and service to country.

Biography
Rear Admiral Kendall L. Card Director, Concepts, Strategies and Integration (N2/N6F) for OPNAV N2/N6 Information Dominance
Rear Adm. Card is a native of Fort Stockton, Texas, and graduated from Vanderbilt University with a Bachelor’s degree in Mechanical Engineering in December 1977. He was then commissioned an ensign, reported for flight training, and was designated a naval aviator in July 1979.
From 1979 to 1996, Card served in various aviation squadrons at sea, flying from the decks of USS Forrestal (CV 59), USS America (CV 66), USS Theodore Roosevelt (CVN 71), USS Saratoga (CV 60), and USS Enterprise (CVN 65). During this period, he accumulated more than 3,900 flight hours in the SH-3H Sea King, SH-60F Seahawk, and the S-3A Viking aircraft. He made four deployments to the Mediterranean Sea and the Arabian Gulf; served in Operations Desert Shield, Desert Storm, and Provide Comfort; and commanded the HS-15 Red Lions.
In between assignments at sea, Card attended the U.S. Naval Test Pilot School where he subsequently served as a test pilot and instructor pilot. He also earned a Master’s degree in National Security and Strategic Studies from U.S. Naval War College, and worked as an aviation commander detailer. In 1997, Card attended Navy Nuclear Power School, after which he served as executive officer aboard USS Abraham Lincoln (CVN 72) until December 1999. He then assumed command of USS Rainier (AOE 7), where he served until August 2001. In 2002, Card returned to USS Abraham Lincoln (CVN 72) as the commanding officer, where he served until March 2005. During his tour, Lincoln participated in Operations Enduring Freedom, Southern Watch, and Iraqi Freedom as part of a record setting 9.5 month deployment. Lincoln also deployed for 5 months in late 2004 and participated in Operation Unified Assistance in support of the Tsunami relief efforts in Sumatra, Indonesia. He assumed the position of director, Command Control Systems, North American Aerospace Defense Command and U.S. Northern Command (NORAD/USNORTHCOM) J6, from July 28, 2006 until May 1, 2008. From May 22, 2008 until July 10, 2009, Card assumed duties as commander, Expeditionary Strike Group 3, San Diego, Calif. He served as director, Warfare Integration (N6F/N83) until the N2/N6 re-organization was completed and is now serving as director, Concepts, Strategies and Integration (N2/N6F) for OPNAV N2/N6 Information Dominance.
Card has accumulated over 3,900 flight hours. His personal decorations include the Defense Superior Service Medal, Legion of Merit (three awards), the Bronze Star, the Defense Meritorious Service Medal, the Meritorious Service Medal (three awards), the Navy and Marine Corps Commendation Medal, (two awards), the Navy and Marine Corps Achievement Medal, and various service and campaign awards.
